Hillingdon approves data centre enabling works

The decision allows preparatory works to proceed for a wider data centre campus that includes the recently approved LON6 and LON7 buildings, an Innovation Hub, associated infrastructure, and the separately consented LON8 parcel at Heathrow Interchange.

The approved scheme is limited to site clearance and ground preparation ahead of the main redevelopment. Works will include removing and crushing existing slabs and foundations for reuse; clearing hardstanding and landscaping; excavating the site to around two metres and reinstating it; diverting and removing underground utilities; installing temporary hoarding; and placing a temporary substation to support construction activity.

The application was presented as a major proposal and required committee determination under Part 1 of the Planning Scheme of Delegation. Officers advised that the enabling works would help accelerate delivery of the wider development programme, which the council accepted as consistent with the strategic importance of data centres as Critical National Infrastructure.

The committee was satisfied that the proposal was acceptable in terms of design, heritage, residential amenity, environmental impacts, transport and sustainability. The recommendation was supported by a substantial technical evidence base, including ecological appraisal, ground investigation and contamination assessments, utilities surveys, arboriculture reports, and a construction management and logistics plan.

Having considered the consultation responses and planning assessment, the committee concluded that the proposal complied with the Development Plan. In line with Section 38(6) of the Planning and Compulsory Purchase Act 2004, the application was therefore approved subject to conditions.
